According to French sources, Pavel Durov, the founder and CEO of the well-known messaging app Telegram, was arrested on Saturday in France.

Sources report that Pavel Durov, the creator and CEO of the well-known messaging service Telegram, was taken into custody on Saturday in France. It is thought that Durov was taken into custody as a result of a warrant that was issued as part of an initial police inquiry. According to the source, the investigation centered on the instant messaging service’s lack of content filtering, which the police found problematic since it allowed different illicit activities, such as drug trafficking, child pornography, money laundering, and fraud, to thrive on the app.

The laissez-faire moderation policy on Telegram has been a source of conflict, encouraging cybercrime and transforming the messaging app into a central location for threat actors to plan their activities, disseminate malware, and trade stolen information and other illicit products. “This messaging app has transformed into a bustling hub where seasoned cybercriminals and newcomers alike exchange illicit tools and insights, creating a dark and well-oiled supply chain of tools and victims’ data,” Guardio Labs reported earlier in the year. As of July 2024, Telegram—whose headquarters are in Dubai—has over 950 million active monthly users. It has become a super app, like Tencent’s WeChat, with the recent introduction of an in-app browser and a Mini App Store.

Telegram stated in a statement posted on X that it “abides by E.U. laws, including the Digital Services Act” and that its moderation is “within industry standards and constantly improving.” Furthermore, it stated that it is “absurd to claim that a platform or its owner are responsible for abuse of that platform.”
