According to the “India Cyber Threat Report 2025” published on Thursday by the Data Security Council of India (DSCI), Telangana leads the nation in cyberattacks, followed by Tamil Nadu and Delhi. According to the survey, the most targeted industries are banking, insurance, healthcare, and hospitality.

“These regions experience disproportionately high volumes of malware activity, possibly due to higher digital adoption and connectivity levels,” the report said.

“While major tech hubs like Telangana (15.03% of detections) and Tamil Nadu (12%) remain primary targets, we’re seeing increasing activity in Tier 2 cities. This suggests that cybercriminals are expanding their reach beyond traditional targets, possibly because smaller cities might have less robust cyber defences,” the report added.

‘Complainant has right to file poll plea’

Luthra claimed that the state government’s personnel and equipment, which ought to be employed for legitimate objectives, were being used for private gain, thereby violating the complainant’s fundamental right by invading his privacy.

“State intelligence personnel and equipment were used to tap the phones of the de facto complainant, which needs to be investigated,” he said, adding Goud was informed by Apple, the mobile manufacturer, through an email that his phone was being tapped.

Harish Rao’s lawyer, Ramchander Rao, said, “Goud is a habitual complainant and has filed many complaints before police alleging phone tapping and also filed an election petition challenging the election of Harish Rao.”

However, Luthra contended that the complainant had an indisputable right to contest Rao’s election in an election petition. In addition, he informed the court that anticipatory bail was Harish Rao’s sole option in this matter and asked that Rao should not be granted any protection from arrest because this was a serious “phone tapping” offense.

After considering Siddharth Luthra’s arguments, Justice K. Lakshman stated that he had recently granted protection to a petitioner in a case under the SC & ST (Prevention of Atrocities) Act, but he had instructed that the investigation must go on. The matter was brought before the SC and is still pending there.
