NIH appoints Adele Merritt as new chief information officer (CIO)

National Institutes of Health (NIH) welcomed Adele Merritt as its new chief information officer (CIO). Adele Merritt has been leading IT operations in the Office of the Director of National Intelligence (ODNI) since 2022.

In the agency’s announcement of the new CIO appointment, NIH Director Monica Bertagnolli stated that Merritt, who has more than 20 years of experience in cybersecurity and national security operations, is “well positioned to drive the strategic direction of NIH IT resources and infrastructure.” NIH carries out biological research and is a division of the Department of Health and Human Services (HHS).

Merritt will answer to Sean Mooney, associate director for cybersecurity, cyberinfrastructure, and information technology at NIH.

According to the agency release, Dennis Papula, who had served as the interim CIO since January 2023, assumed the new role of CIO of the HHS Administration for Strategic Preparedness and Response on December 15.

“Her breadth of experience and passion for harnessing technology to drive mission outcomes will be invaluable to NIH in advancing cutting-edge IT solutions in support of biomedical research and public health,” said Bertagnolli of Merritt.

According to the NIH statement, Merritt oversaw modernization initiatives at ODNI that transformed business IT and boosted security across 18 Federal intelligence organizations. In her work at the Technology Advancement Center, a nonprofit that works with government, business, and academia, she also oversaw partnerships.

Prior to joining ODNI, Merritt served in high roles as a National Security Council staffer and as the Energy Department’s lead deputy CIO for cyber.

She obtained a Ph. D. and Master of Science in mathematics from the University of Rhode Island, Kingston, and a Bachelor of Science and Bachelor of Business Administration in finance from Pace University.
