To make it easier for unorganized workers to access federal social protection and welfare programs, the labour ministry on Friday urged states to implement labour reforms and speed up the two-way integration of data with the e-Shram portal.
The ministry said in a statement following the meeting that Shobha Karandlaje, minister of state for labor and employment, chaired the second regional conference with states in Chandigarh and highlighted the urgent need for labour reforms to make India the largest economy in the world by 2047.
“Our nation should transcend the colonial legacy in the existing labour laws, which have originated in the pre-independence era. Therefore, the government has modernized, simplified, and harmonized 29 labour laws into four Labour Codes,” she said.
Attendees in the conference with the northern states and union territories of Punjab, Himachal Pradesh, Ladakh, Chandigarh, and Rajasthan included top labour ministry officials, including labor secretary Sumita Dawra.
As it prepares to implement the Labour Codes and expand the social security network to cover all unorganized workers in the nation, the Ministry of Labor and Employment is holding six regional meetings with the states and UTs, the second of which is a series of nationwide consultations.
The western states and UTs will meet in Rajkot the following week for the second round of regional meetings with states and UTs.
Minister Karandlaje emphasized Prime Minister Narendra Modi’s vision of offering unorganized workers and their dependents comprehensive social protection coverage from “cradle to grave” on a par with organized workers. The government is collaborating with states and Union territories to enhance and broaden the benefits and services of the Employees’ State Insurance Corporation (ESIC) to every district in the country.
Speaking to the states, Labor Secretary Dawra stated that in order to carry out continuing labor reforms, states, UTs, and the center must work together more closely.

“States and UTs need to plug the gaps and divergences in their respective draft rules by harmonizing and aligning them with the Central rules for ensuring a seamless rollout of the Labour Codes,” she said. Adding a consistent regulatory framework across states and UTs is vital for the development of industry and the welfare of workers.
According to the statement, the states recommended that district-level UTs and states have access to worker registration data from e-Shram in order to more quickly and effectively identify qualified recipients of various welfare programs. Discussions on employment generation, building and other construction workers (BoCW), and employment-linked incentive (ELI) schemes outlined in the Union Budget 2024–25 also took place during the conference.
Additionally, the Center has urged states to take a targeted approach to producing high-quality jobs and gathering employment data in addition to timely and routinely submitting employment returns, verifying the information of building and construction workers, and extending the reach of the federal government’s social protection programs to these workers through welfare cess funds with state governments.
