New Philadelphia CIO will oversee technology strategy

Melissa Scott has been named the new Chief Information Officer (CIO) of the City of Philadelphia, where she will supervise the Office of Innovation and Technology.

Melissa Scott has been appointed as the City of Philadelphia’s new Chief Information Officer (CIO), overseeing the Office of Innovation and Technology and promoting public technology and innovation.

Scott has been with the city since 2015 as an information technology director and project manager. She told Cities Today that she applied to be CIO because she wanted to lead digital transformation initiatives.

“[Becoming CIO] enables me to make valuable contributions by potentially revolutionizing city services and creating a more responsive and efficient municipal government, all while continuously learning from new experiences along the way,” she stated.

As Chief Information Officer, Scott will oversee all areas of the city’s information security, with a focus on digital accessibility and innovative practices. She went on to say that, while the city has achieved “great strides” in modernization and efficiency, there is still more to be done.

“There are also many initiatives in our strategic plan related to recruitment, better hiring processes, and retention strategies,” she stated. “We are continuing to increase and build relationships with local universities and colleges to create talent pipelines so we can continue hiring great talent within the city of Philadelphia.”

This plan and her key priorities include enhancing customer service, modernizing public safety technologies, and generating economic opportunity for all through recruitment and diversity efforts.

Scott’s promotion from IT Director to CIO implies he will take on a more strategic role rather than directing the day-to-day operations of technological platforms. As CIO, she stated that she will ensure that the IT strategy matches with the administration’s overall goals, encourages an innovative culture, and is in charge of driving digital transformation efforts.

In welcoming Scott to his new role, Philadelphia Mayor Cherelle Parker stated, “My vision for the Parker Administration is a smart, interconnected government where technology and innovation help produce better, more efficient service delivery to every resident of Philadelphia.” Given Melissa’s extensive IT knowledge, I am confident we have identified the ideal individual for the job. I am pleased to welcome Melissa Scott to our team.”
