India is about to open its first national security semiconductor fabrication factory, which will provide chips to the Indian defense forces, the US armed forces, and its allies.

As stated in the joint information sheet that was made public following the meeting between President Joe Biden and Prime Minister Narendra Modi in Delaware, the declaration comes after a historic agreement between the United States and India.

“President Biden and Prime Minister Modi hailed a watershed arrangement to establish a new semiconductor fabrication plant focused on advanced sensing, communication, and power electronics for national security, next-generation telecommunications, and green energy applications,” according to the joint fact sheet released following the meeting read on Sunday.

“The fab, which will be established with the objective of manufacturing infrared, gallium nitride, and silicon carbide semiconductors, will be enabled by support from the India Semiconductor Mission as well as a strategic technology partnership between Bharat Semi, 3rdiTech, and the US Space Force,” the fact sheet added.

The cooperative efforts to advance robust, safe, and sustainable semiconductor supply chains were also applauded by the leaders. The GF Kolkata Power Center, which GlobalFoundries (GF) established in Kolkata, is one prominent example. It will fortify mutually beneficial ties in chip manufacturing research and development, opening the door for ground-breaking developments in AI, data centers, zero- and low-emission vehicles, and internet of things devices.

The leaders also welcomed recent private sector collaborations in emerging technologies. IBM and the Indian government have inked memorandum of understanding that will enable the installation of IBM’s Watsonx platform on the country’s Airawat supercomputer.

This agreement will improve R&D cooperation on cutting-edge semiconductor processors, create new avenues for Al innovation, and strengthen backing for India’s National Quantum Mission. The leaders conveyed their gratitude for the progress achieved since a Memorandum of Understanding (MOU) was signed in November 2023.

Under the “Innovation Handshake” agenda, the Ministry of Commerce and Industry and the Commerce Department inked an MOU with the goal of bolstering their respective countries’ innovation ecosystems.

“Since then, the two sides have convened two industry roundtables in the US and India to bring together startups, private equity and venture capital firms, corporate investment departments, and government officials to forge connections and accelerate investment in innovation,” it added.

The leaders expressed gratitude for the efforts and idea sharing within the Civil Space Joint Working Group and hoped that the group’s upcoming meeting in early 2025 would pave the way for further collaboration. They also welcomed the advancement toward the first joint NASA-Isro mission to conduct scientific research aboard the International Space Station in 2025. They committed to looking for ways to strengthen strategic alliances and cooperative innovation, especially by investigating new venues in the commercial and civil space sectors.”

Addressing a special briefing on PM Modi’s visit to the US, foreign secretary Vikram Misri said, “India’s emphasis is on minimizing conflict and division, leveraging democratic values even as we pursued development objectives, and highlighting the role of technology and the digital revolution in ushering in good governance, essentially to turn the disruptive features of technology to good ends.”

The foreign secretary claimed that these subjects came up in the bilateral talks in Delaware. Misri pointed out that, as seen by the Quad fact sheet and the joint statement with the US, technology constituted a central focus of both bilateral and plurilateral negotiations.

“In the plurilateral meetings today, PM Modi underlined India’s approach to cooperation, contact, and engagement for growth with a variety of partners in the Indo-Pacific. It was striking to hear the other Quad leaders acknowledge India’s actions,” the foreign secretary added.
